On January 1, 2012, the Ministry of Finance promoted the pilot work of government procurement credit guarantees at the Central Level and Beijing, Heilongjiang, Guangdong, Jiangsu, Hunan, Henan, Shandong, and Shaanxi. This means that as long as SMEs get the bid for government procurement, they can obtain not only bid guarantees, performance guarantees, but also financing guarantees through professional guarantee institutions, and ultimately win bank loans. This move reduces the credit cost of SME financing and increases the efficiency of SME loans.

The pilot program has been effective for one year. In the three forms of government procurement credit guarantees of bidding, performance and financing, financing guarantees are most valued by suppliers.

Taking Shandong Province as an example, the amount of government procurement credit guarantees in Shandong Province exceeded 200 million yuan in 2012, including bid guarantees of 3.156 million yuan, performance guarantees of 656,000 yuan, financing guarantees of 200 million yuan, and financing guarantees. Accounted for more than 90% of the total.

A person in charge of a small furniture company successfully financed through government procurement credit guarantees told reporters: "Financing guarantees are actually contractual mortgage loans. Due to the high credibility of government projects, the problem of insufficient credit for small business loans has been solved. We are holding a letter of guarantee.
