Ministry of Commerce: will accelerate the introduction of renewable resources recovery long-term planning

On April 25, Yao Jian, spokesman of the Ministry of Commerce, responded to a reporter’s question on accelerating the construction of a renewable resource recovery system. According to the reporter, the Ministry of Commerce will improve the laws and regulations on the recycling of renewable resources and accelerate the issuance of a medium and long-term plan for the recycling of renewable resources. Strengthen the implementation of existing industry standards, appropriately increase the proportion of mandatory standards; formulate a list of renewable resources recycling, and guide the industry to standardize development.

As of the end of 2013, there were more than 100,000 renewable resource recycling companies in the country, and more than 80% were small and medium enterprises. According to preliminary statistics, in 2013, the recovery of seven major varieties of scrap steel, waste plastics, waste non-ferrous metals, waste paper, waste tires, scrapped automobiles, and waste electrical and electronic products was close to 160 million tons, which was more than three times higher than in 2000; Nearly 600 billion yuan, 12 times more than in 2000; scrap steel, waste non-ferrous metals, waste electrical and electronic products, the recovery rate of more than 70%. The recovery of renewable resources in 2013, replacing the corresponding natural resources, is equivalent to saving 170 million tons of standard coal and reducing carbon dioxide emissions by more than 400 million tons.

In recent years, the state has adopted a series of measures to vigorously promote the development of recycling economy, and the concept of recycling of renewable resources has gradually gained popularity. The scale of renewable resource recycling industry has been significantly expanded, and its contribution to the national economy has been further enhanced.

In 2011, after the General Office of the State Council issued the “Opinions on Establishing a Complete and Advanced Waste and Recycling Products System”, in 2012, it promoted the research on the taxation policy of the recycling industry, the linkage of the garbage separation and recycling system, and the recycling of green into the community. Major tasks such as the "five-entry" projects into institutions, parks, universities, and shopping malls have achieved good results and formed a concerted effort to promote the construction of renewable resource recovery systems.

The Ministry of Commerce brought into play the guiding role of the government in the market, established a working mechanism, and strengthened the basic work of the industry. It launched pilot projects for the construction of a recycling system for renewable resources. At present, three batches of a total of 90 cities have been listed as pilot sites, and special funds for the development of the central financial services industry have been used. Supported pilot cities in the construction and expansion of 51,550 outlets, 341 sorting centers, and 63 distribution markets. At the same time, they supported the construction of 123 renewable resource recycling processing and utilization bases. Pilot cities such as Beijing and Shanghai have promoted new recycling models such as the sale of self-help waste and recycling hotlines.

Yao Jian said that in the next step, the Ministry of Commerce will continue to actively play the role of the leading unit of the inter-ministerial joint meeting for the recycling of used products and accelerate the construction of regulations and standards. We will improve laws and regulations on recycling of renewable resources, speed up the issuance of the medium and long-term plan for the recycling of renewable resources, increase the implementation of existing industry standards, increase the proportion of mandatory standards, and formulate a catalogue of recycling resources to guide the development of the industry.

At the same time, do a good job of recovery of key varieties In accordance with the principles of classification and management, the use of municipalities for the production of high-value products such as scrap steel and waste non-ferrous metals should be brought into full play; for those species with low value, such as waste glass and discarded energy-saving lamps, which are difficult to make use of the market, they should be increased. The policy support measures encourage the society to actively participate in the recycling; on the waste lead-acid batteries, waste electrical and electronic products, in accordance with relevant laws and regulations, with the relevant departments to implement the producer responsibility extension system.

We will promote the development of specialized technologies and equipment for sorting, processing, processing, and utilization of renewable resources that are suitable for China's national conditions, with independent intellectual property rights, and intensify efforts in enterprise information construction to study and establish an industry management information system.
