How to fundamentally solve the problem of industrial hollowing out?

What is hollowing out? Capital investment, talents, and resources do not flow to the industry and flow to other places.

Therefore, first of all, to solve this problem of ideological understanding, a fiscal tax, a financial, must support the industry, support the real economy, doing a lot is still not enough.

For example, the issue of taxation now calls for tax cuts. I also hope that tax cuts can be made to a large extent. For example, the value-added tax is now three in the country, 17%, minus one point, 16%, 10%, 6%. Why is the manufacturing industry 16%? In most other industries, most of them are 10% and 6%. What?

I appealed to reduce the VAT rate of this manufacturing industry! Because the profits of the manufacturing industry are too low, the manufacturing industry does not make money, and the capital always flows to the industry with high average utilization rate.
